Summary
This Assassin-only quest asks you to perform a political assassination on Birth Island. The reward is a unique, non-tradable Assassin-only weapon: a Gold Dagger, one of only two in the game. The other can be obtained through the Return the Genie's Bracelet quest. And if you happen to have both Gold Daggers.. who knows what they might be used for in later Assassin quests.
Recommended level
Level 2 or higher. It would be technically nearly impossible for anyone Level 1, since either Bootworms or Mayor Douglass himself must be fought.

Walkthrough
Step 1
Note that this quest can only be started and finished during the midnight hour of server time (12:00 AM to 12:59 AM), but it does not have to be finished in the same day that you start it. Anyway, to start this quest, go to the Town Square in Birth Town during, you guessed it, the midnight hour-- 12:00 AM to 12:59 AM server time. If you're there at the right time, a Shady Man in Black will approach you and offer you the quest. Accept the quest.
Step 2
You can now choose to complete the quest in one of two ways, and this guide will divide into those two sections: A for the first option, or B for the second option. Option A is to just fight the mayor directly at the City Hall in Birth Town-- you'll need to be quite strong to do this though (level 8 or higher recommended). Option B would be to poison the mayor's food.
Step 3a
Option A: If you've decided to fight the mayor directly, do just that. Go to the City Hall in Birth Town and choose to fight the mayor. You'll almost certainly need to knock him out in a single round, however, before he has a chance to attack back. To do this, you'll probably want to be at least level 8 or higher, and have two powerful weapons (Steel Daggers are good, you can buy them from the Weapon Shop in Olympia on Atlantis Island). A high Dexterity will be very helpful as well, because that will increase your chance of a critical hit, which will greatly increase your odds of success in the battle. Some Agility can help too, because it will improve your odds of attacking first in the round. If you can win this battle, you'll also gain 850 experience points and 30 Gold on top of the regular quest reward.
Step 3b
Option B: So you've decided to take the longer but easier path to completing the quest instead? What you need to do here is get a Poison Potion. If you don't already have one, you can either trade for one with another player, or have the local Alchemist (in Birth Town or one of a few other towns) stir one up for you (you'll need three Poison Flowers as ingredients-- they're sometimes randomly dropped by Bootworms). You'll also need one Gold Horn, which you can sometimes get from Demon Bats in Red River Cave, also on Birth Island. When you have the Poison Potion and Gold Horn ready, go to Birth Town's City Hall and sneak into the kitchen (using the Gold Horn to pick the lock). Then pour the Poison Potion into Mayor Douglass's meal and you're good to go collect your reward.
Step 4
You can now collect your reward from the Shady Man in Black at the Town Square in Birth Town. He will still only be there during his normal hour (12:00 AM to 12:59 AM), so, if he's not there yet, you'll have to wait until that time. Your reward for completing this quest is one of the exclusive Gold Daggers.
